Environmental Stewardship transition timetable

2013

·         If you have a 2013 ELS renewal, whether ELS, or Organic ELS (there are no Uplands ELS agreements due for renewal in 2013), you MUST get the application in to Natural England by the end of August to guarantee a 1st December 2013 start date.

2014

·         There will be no standard ELSrenewals in 2014. Your agreement will simply expire, and you will have a wait until the new scheme starts in 2016. We would encourage you to retain your options throughout that waiting period, perhaps registering appropriate ones as voluntary CFE measures. They could then be set against ‘greening’ or used as part of the new scheme. (We have no details of the exact requirements of ‘greening’ at the moment).

·         You will be able to renew Organic ELS agreements expiring in 2014.

·         Some new ELS agreements will be possible in 2014, but only for 1) farms which have an expiring ESA agreement (end of April 2014) or an expiring Countryside Stewardship (CSS) agreement (end of September 2014); 2) farms in the uplands (Uplands ELS); 3) organic farms (Organic ELS); 4) underpinning new HLS agreements. HLS may be a possibility for the best ESA and CSS farms, SSSIs and other high priority sites, and sites where Water Framework Directive objectives will be met.

2015

·         There will be NO new ELS (ELS, OELS, UELS) applications or renewals in 2015, but you will be able to apply for the new scheme once the system is up and running. Again we would encourage you to retain options in place after the expiry of the agreement.

·         There will be NO new HLS applications or renewals in 2015, but you will be able to apply for the new scheme once the system is up and running.

2016

·         The new Environmental Stewardship scheme is scheduled to start on 1st January 2016. All applications will have to be made in 2015. (With the move to a single – 1st January – start date, any applications made in 2016 will not start until 1st January 2017).

Changes to existing agreements

·         If an ELS, OELS, or UELS agreement started before 1 January 2012, it will continue to run for the full five year term BUT may be subject to changes resulting from the current CAP negotiations.

·         If an ELS, OELS, or UELS agreement started on orafter 1 January 2012, it will continue to run for the full five year term BUT will be required to incorporate certain changes highlighted in the revision clause which is part of the agreement. If these changes are unacceptable to agreement holders, they will be able to withdraw from the agreement without penalty and without recovery of moneys received. (NB the exact criteria for such a withdrawal have not yet been published).

·         All existing HLS agreements, whatever their start date, will be allowed to run their full ten year course BUT may be subject to changes resulting from the current CAP negotiations.

·         At the time of writing (mid-August) it is not known whether the current mechanism for making changes to existing agreements (e.g. if you want to add newly-purchased or contracted land, or upgrade your options to include more priority options) will be available in 2014 or 2015. We will update this note as more details are made known.
